State Regulatory Agencies as Conduit for Informing Local Conditions in Federal Pesticide Processes

The CAST webinar on this paper provided an in-depth overview of the roles and responsibilities of State Lead Agencies (SLAs) in enforcing and implementing pesticide labels and applications under the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA). The discussion highlighted the crucial partnership between SLAs and the U.S. Environmental Protection Agency (EPA), focusing on how this collaboration ensures compliance with pesticide regulations at the state level. The webinar also explored how SLAs contribute to implementing pesticide program activities related to the Endangered Species Act (ESA). Presenters discussed the EPA’s Endangered Species Protection Program (ESPP) and outlined strategies for integrating protections for endangered species earlier in the FIFRA regulatory process. Through this session, participants gained insights into state perspectives on enhancing the efficiency and effectiveness of pesticide program activities concerning ESA requirements.
